About the Speaker

Vice President, Institute for Public Health University Health

Dr. Carol Huber is the Vice President, Institute for Public Health at University Health. As an executive leader, she champions University Health’s commitment to promoting health, preventing disease, and prolonging life in Bexar County through programs, services, and partnerships. Prior to this role, she led University Health’s anchor responsibilities for the Texas Medicaid 1115 waiver, helping providers across 20 south Texas counties transform health and health care delivery for Medicaid and uninsured patients.

Throughout her career, Dr. Huber has applied expertise in strategic planning, quality improvement, community health needs assessments, and health informatics in hospital, ambulatory, and managed care environments. She holds faculty appointments at the Texas A&M University School of Public Health and the Kate Marmion UT San Antonio School of Public Health. She has a Bachelor of Science in community health from Texas A&M University, a Master of Business Administration from UT San Antonio, and a Doctor of Public Health from UT Health Houston. She was a named a Healthcare Hero by the San Antonio Business Journal in 2025.
